  2. You forgot Greece. Every University Faculty is 100% free of cost. However *most* (though not all) post graduate programs are not free. But even if the demand is high, if you so wish it, and are willing to fight for it, you can get enrolled in a free post graduate program as well.

    And the weight of a Greek University certificate is no joke. People here bleed their way to graduation in most faculties.
